i am missing what that is called. we tried to get disability rights in there too. that an amendment to -- and that went by the wayside. there's plenty of projects to focus on in the future. i love san francisco. many of our leaders going to state government. you have such an opportunity here to affect policy. you have an opportunity to provide a model as a person with a disability. someone other than what we have seen in movies in the past. mr. magoo cartoons, and i'm dating myself. let me say, there are many

respectful ways to acknowledge our differences. if you're coming from respect, it's okay. you will find a way. i have enjoyed all the colleagues i have worked with. please try not to take your position for granted. you are a source of power of your own. take joy in working together. this is probably one of the most satisfying experiences of my life to see that i as a person with a hearing impairment can go out into my community and become engaged. i can participate and brainstorming a group. that is what we have going on in our committee. folks here on tv, don't see

it would be terrific to keep in touch with you so that i can also - because i feel a kinship to you. because you've been so helpful and so friendly and open and we have become friends. i really appreciate you and love you. and maybe you will become councilmember in hawaii and invite us over to your part of the country so we can observe what they're doing in hawaii in the disability community. we will stay in touch. i also wanted to do something. have been a friend, and mentor, and you have taught all the something special. i remember our long conversations at the end of the evening, on different types of disability advocacy. i remember your advice and counsel, and input on some of those issues when i had challenges. there is not enough words that i can possibly say to illustrate my respect. the abilities that you have, and the advocacy. you hit the ground running. you will be missed. when i looked to my right -- no offense to you wendy, you're great -- i will miss you

we all learn together. it's okay how we are. i feel so blessed. it's like light attract light. when people come to you and ask for support, part of your job, you never know, they could be your next cochair. (laughter) >> i hope the chair will allow me to share a little bit of love as well. on behalf of all the staff on the mayor's office and disability we have appreciated your leadership over the years. i've known jewel since 1995, fund doctrine of the life that i led when i was at the department of building inspection, managing the disabled access division.

back in those days the disabled active division was the only show in town. there was no mayor's office on disability. no disability council. there was a group of dedicated individuals working to advance our architectural access in san francisco and jewel was a very important part of the team. i was delighted when i saw she was appointed to the council in 2003, and promoted to being a chair in 2004. i was personally inspired as i watched this council hold hearings in the wake of hurricane katrina to talk about plans on how to integrate people with disabilities into the emergency plans. and to be part of the mayor's office of disability. and be part of the disability disaster preparedness movement.

we have appreciated your leadership, your institutional knowledge. many times over the years as i heard the council hearing cases i see you make that connection to another hearing that was held maybe a year or two before, and seeing the larger picture really of what we are trying to accomplish here in san francisco. i wish you the best with love, with good speed. we hope to hear from you soon. congratulations. >> thank you very much. thank you. >> jewels, i've only known you a few short months. i don't know you as well as i would like. however, i have observed of thing or two. you move through the world with an elegance and style that is impressive.

>> it would get to agenda item 6 i know our presenter has a time sensitive commitment. i will be happy to go after him. >> that will be, are you colin dentel-post. >> i am colin-dentel post with the san francisco county transportation authority. we do long-range transportation planning as well as various other transportation studies. i'm going to give you a quick presentation on what we are doing right now to gather input on our update to the san francisco transportation plan. we presented last month to the

physical access committee, and get a more complete and detailed presentation on a number of considerations to be taken into account in the plan. they asked us to come and let you know what we are doing together input and ask for your participation because we are trying to gather as much input from folks all over the city as possible. i'm going to - go through a couple of slides here. just to give you some background. the san francisco transportation plan does a few things. it is a long-range, citywide planning effort, looking from now until 2040, just under 30 years, at all of the transportation funding. and try to prioritize between different needs that we have.

and balance those needs and prioritize funding accordingly. we are also looking at different things that we can do is additionally and with policy to try to meet more of those needs. with the system we have now. and the investments that we can make moving forward. we will also develop two different plan scenarios. one is a fiscally constrained scenario, looking specifically at the funding that we will have over that plan period and what we can do without. also looking at a vision scenario. what if we had additional resources? what could we do with those resources? those are some of the major objectives of the plan. here is just a quick overview graphic but i will explain that

looks at the big picture for our funding needs. what i'm showing you visit by chart of the anticipated revenues in 2040. adds up to 64 billion dollars, sound like a lot except that about 52 of that is needed to maintain the system we have today, operating the level of transit service on the street now; maintaining streets with the same level of funding we have now and also maintaining our transit facilities and vehicles. that is a buof the (correction) bulk of the funding. we have another 10 million

dollars, committed one way or another, either fully funded or in regional commitments. like the -- transit project. the doyle drive project, ongoing construction. there are a number of different projects that add up to that 10 billion dollars that are underway are committed. this last slice, on the pie chart, orange, 3.14 billion dollars over the next 28 years, flexible in discretionary funding that could go to any number of needs and those include more maintenance for our system. what we have there believe it or not is not enough to bring it to a full state of repair. more transit service. enhancement programs to pedestrian safety. bicycle projects, transit

enhancements, a number of different programs there. and also new projects that can be done, transit projects, bicycle projects, new street projects. what i am here to do today is to let you know about the different outreach mechanism where we have - primarily a budgeting tool - asking as many people as possible to give us feedback on what we should prioritize for the remaining slice of that pie. this slide shows a few different items, things that we have done. the main thing that we have that we think is pretty cool tool for people to use is an online - we call it the "san francisco budget tzar tool."

you can be the budget tzar for a day. we go to a number of committees, street festivals, different events, to promote use of the tool and get people more information about the plan and gather feedback. we have a specific, citywide community advisory committee working with us throughout the process. and also we have done advertisements and other mechanisms. these are some of the backgrounds. the tool is - a little fuzzy on the powerpoint, www.sfbudgettzar.com. what you can do with the tool, gives you the 64 billion that we have, you can go through and select the different levels of maintenance, levels of program

support, and also the different projects that you feel should be incorporated. we will give you feedback on where you are in using your budget, and we have the revenue option. if you support the revenue to get more of the things you want, using the vision scenario, we that option. the tools available for the end of november. i want to say and i apologize we have been working to make sure this tool is fully accessible. we actually had work to make sure that is usable with a screen reader initially but we heard recently that some people are having issues using the tool. we are looking into that and seeing what we can do to make sure that everyone is able to use the tool. in the interim i want to emphasize that folks can

definitely give us a call. we will help you - you can still read everything in there so you can get the information but we are asking people to submit a budget. if you are having difficulty doing this optimality we have a hot time for the project which is 415-593-1670. and you can give us a call and we will spend the time to work with you to make sure that you can select what items you want to submit that budget. and in the longer term we are working to make sure we have the best way possible to make sure everyone's input can be taken into account. that is where we are. we look forward to getting input, building those scenarios coming up, coming up with a

or give us a call at 554-6789. moving on to the directors i am carla johnson, interim director. the last time we met there was an election. there is a lot to be thankful for in the outcomes of the election at the national state and local level. also on two local measurs. prop b, 195 million dollar general obligation bond measure earmarked to provide renovations and improvements to our city parks. one of the reasons why that is so important to us here in the council and also to the mdc, these renovations advance access in the facilities. this is the way that we get to
